That the State Coroner commence immediate discussions with the Victorian Aboriginal Legal Service and the Victorian Aboriginal Community Controlled Health Organisation on the development and implementation of cultural protocols which should include, but are not limited to, issues relating to the conduct of inquiries and autopsies, the removal and burial of organs and the removal and return of the deceased body.
